    Salary Range: 5,353.00 - 6,843.00 monthly

    The purpose of this position is to perform survey projects necessary to determine the authoritative and precise boundary locations for City capital design and construction projects, parcels, easements and right-of-way corridors. Plan, lead, execute, and track multiple and simultaneous complex land survey projects through every stage of progress to completion and delivery for the City of Vancouver. Manage additionally assigned programs.

    This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and the OPEIU union.  The schedule for this position is M-F, 7:00 am to 3:30 pm.

    Essential Functions

    Prioritize and coordinate production of multiple concurrent design survey projects as assigned. Plan, schedule, and execute the production and delivery of design survey projects. Lead and direct a team to accomplish these projects as needed. Provide survey project cost estimates.

    Prioritize, coordinate, and calculate positional control required to support construction by providing stakes in the field and supporting documents for multiple concurrent capital construction projects and programs as assigned. Operate a city vehicle in a safe and appropriate manner on and between worksites

    Create existing boundary models and reconcile with field evidence to provide boundary solutions and defendable opinions on property boundary, rights of way and easement locations in relation to the city’s interests and capital projects.

    Review documents from other departments and the work of survey staff for accuracy, proper work methods and techniques, and compliance with applicable specifications and time schedules.

    Research, decipher and evaluate a variety of engineering plans and public land deed records in answering inquiries related to property rights, legal descriptions, civil engineering plans, and as-built records. Assist the public with inquiries related to city owned right-of-way records and documents.

    Coordinate the research and review production of maps, surveys, and records for city departments, outside agencies and the public; coordinate the creation and presentation of as-built data.

    Coordinate survey elements of public works projects with applicable county, state, and federal officials and other relevant agencies and parties.

    Review final plats for compliance with VMCs, WACs and RCWs

    Perform related duties and responsibilities as assigned.


    Experience and Education:

    • Four (4) years of related experience in land surveying.
    • Equivalent to an Associate's Degree in land surveying, civil engineering, or related field.
    • Equivalent combinations of education and experience may be considered.

    Computer Skills:

    • Proficient in Land surveying, mapping and research software, preferably Autodesk Civil 3D, Trimble Business Center, Trimble Link, Trimble Access, MicroSurvey Starnet, and/or Clark County Maps Online website.
    • Intermediate skills in Microsoft Word, Excel, and Outlook.

    Required Licenses and/or Certifications:

    Possession of:

    • Land Surveyor in Training certificate (LSIT)
    • Appropriate, valid driver’s license

    Ability to Obtain:

    • Valid CPR/First Aid card within six (6) months of hire
    • WA State Traffic Control - Flagger card within six (6) months of hire
