    Right-of-Way Surveyor for Trimet

    Function as a liaison between project design and construction staff and the Real Property group which acquires property for TriMet capital projects. Work may include drafting legal descriptions, performing property impact analysis, managing the preparation of right-of-way instrument for property acquisition, including managing survey resources; coordinating between TriMet's Real Property group and design consultants through the property acquisition process to minimize property impacts; providing utility engineering assistance, supporting the project segment managers with civil design and civil review of designs; certifying the parcels to be acquired for TriMet projects and working with TriMet's Engineering & Construction Division to develop and apply methods monitoring and tracking engineering efforts and agency coordination.

    Essential Functions
    1. Prepare legal descriptions for the acquisition of property or the sale, lease or rent of TriMet owned property for the Real Property Section.
    2. Procure and manage survey contracts.
    3. Complete high-level assignments while applying standard surveying and Right-of-Way Engineering practice to support large transportation and development projects, to include analyzing situations accurately and adopting an effective course of action, interpreting legal descriptions of real property, and interpreting survey calculations.
    4. Coordinate with other jurisdictions and prepare exhibits for the jurisdictional transfer of property to cities or counties.
    5. Prepare drawings and descriptions for TriMet transit corridors and remote sites.  Produce corridor Right of Way, Railroad Valuation, Maintenance Site, and Transit Center site maps.
    6. Prepare exhibit drawings for use in legal proceedings involving land acquisition for TriMet and to support support communication between TriMet and the Federal Transit Administration, ODOT, and local jurisdictions.
    7. Coordinate with appraisers to ensure that they correctly understand and address construction impacts to private property.
    8. Contribute to TriMet design criteria updates and TriMet policies and procedures as they pertain to Right of Way and Survey documentation.
    9. Develop and manage updates for the TriMet Right of Way Procedures Manual.
    10. Serve as a resource to TriMet and other agencies, local governments and the public on Right of Way drawings and descriptions.
    11. Determine existing Right Of Way widths and alignments and the Transit District's property rights.
    12. Maintain and promote the standards and practices of the Surveying and Right of Way discipline and may provide training to other TriMet employees and consultants in reading Right of Way maps and plans.
    13. Public speaking and/or information gathering at evening and weekend meetings of public, community and/or governmental agencies may be required on an occasional basis.
    Position Requirements

    Bachelor's degree in Geographic Information Science, Engineering, Land Surveying or related field.

    A minimum of four (4) years of total credited experience.*

    Two years of Right-of-Way Engineer or Surveyor experience required.  Design experience preferred.

    Or any equivalent combination of training or experience.

    *The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience". 

    Selection Criteria

    Type of Position / Grade / FLSA: 
    Grade 14, Exempt, Non-Union, Full-Time, Limited Term: Position is budgeted through June 30, 2021.

    Salary Range:
    Minimum:$71,823.00
    Midpoint: $89,779.00
    Maximum: $107,735.00
